The Belarusian Ministry of Communications has said that the government has no plans to liberalise the telecoms market in the near future, adding that any changes to the telecoms law could be done only after a tariff rebalancing procedure. However, the ministry says that in the instance of a rebalancing, the state-owned national PTO Beltelecom could lose between 20% and 30% of its annual profits. According to e-belarus.org, the losses could be even higher for mobile operators. The ministry also noted that these issues alone are not the only obstacles to Belarus achieving WTO membership.
