TIS further fortifies its market reach in the Eastern European market

TEL AVIV, Israel, Dec. 22, 2009 (GLOBE NEWSWIRE) -- Top Image Systems, Ltd. (Nasdaq:TISA) (TASE:TISA-L), the leading innovator of intelligent document recognition, announced today that its eFLOW 4.5 has been selected by UNFPA (the United Nations Population Fund) to automate the extraction of data from the 2009 Republic of Belarus Population Census project survey forms, reviewing approximately 10 million citizens.

"For the first time, the Committee of Statistics of the Republic of Belarus is utilizing advanced document scanning to accurately classify and compile the results of its 2009 Census," commented Ms. Novoselova, Deputy Head of Belarus Statistical Office and the Head of the Population Census Department. "By utilizing TIS's eFLOW 4.5 platform the Committee expects to reduce the processing time and associated costs, while continuing to deliver high-quality data. The Committee will employ eight times less staff than in the previous census project."

The contract award comes after an extensive competitive evaluation, which required TIS to demonstrate its ability to provide secure and accurate data capture and processing. The total information management solution will review approximately 170,000 pages per day and transmit the extracted information into an Oracle database, delivering results in less than six months.

So far, TIS has delivered seventeen censuses worldwide, including in Ireland, South Africa, India, Brazil, Italy, and the Slovak Republic. As the leader in the census and mission critical data processing and demonstrating unique capabilities in the census vertical, TIS was also invited to a regional workshop on the 2010 World Program on Population and Housing Censuses that the United Nations Statistic Division held in Minsk, Belarus, where it presented its Optical and Intelligent Character Recognition solutions for population census projects.

"We are proud to be selected for the first population census among the CIS countries. We are committed to delivering a system that enables the Belarus government to perform the 2009 Census with accurate data, on time and within budget, while ensuring that all information remains secure and confidential," commented Mr. Gelb, Executive Vice President of TIS. "eFLOW will support the entire census questionnaire processing cycle, from check-in of arriving forms to the point where the final captured data is forwarded to the Committee of Statistics of the Republic of Belarus for statistical computation. Never before has the Committee of Statistics of the Republic of Belarus converted this much data in such a short time."
