Belarus Calls for Compromise With Russia, Kazakhstan on Access to Energy Resources - Source

ST. PETERSBURG. Dec 11 (Interfax) - Belarus is going to offer Russia and Kazakhstan a chance to work out a compromise approach towards the parties' shared access to energy resources, as well as towards the rules and principles of economic support, a source in the Belarusian delegation, attending a session of the EurAsEc (Eurasian Economic Community) Inter-State Council (the Customs Union's supreme body), told Interfax.

"Today we are going to suggest working out a compromise approach towards' the parties' mutual access to the resources, including energy ones, as well as to the rules and principles of economic support," the source said.

"Once an agreement is reached on this matter, the formation of the Single Economic Space (SES) could be completed by July 1, 2011," he said. Belarus wants the SES to be formed with "the parties being prepared to grant mutual concessions and guarantees already at the early stage," the source said.

The Commission of the Customs Union of Belarus, Russia and Kazakhstan was ordered to draft a plan of measures to form the SES covering the three states, he said. The document is expected to be considered by the Customs Union's supreme body at its session on December 11.

"At the moment, 23 international treaties are in the making. Nine of them concern the implementation of the agreed economic policy," the source said.

"These nine agreements are due to determine the fundamental provisions about the parties' mutual access to resources, including energy ones, as well as the rules and principles of economic support," the source said.
