NAIROBI, Kenya -- Environment ministers at UN climate talks agreed on Friday to more study of a plan by Russia to let countries outside the Kyoto Protocol take on voluntary commitments to cut greenhouse gases.
A statement noted that it had not been possible to consider the proposal, first made last year at Nov. 6-17 climate talks in Nairobi, and set up a May 2007 workshop for talks.
Also, the Kyoto Protocol's 165 signatory nations on Friday allowed Belarus into a club of 35 industrialized countries that face binding limits on their emissions of greenhouse gases from 2008 to 2012. (Reuters)
