Belarus: special committee to regulate food exports

According to the Resolution of the Council of Ministers #1205 dd. August 16, 2010, the Government of Belarus will form the ongoing Committee on regulation of the markets of certain types of agricultural commodities and by-products. Ivan Bambiza, the Deputy Prime-Minister, will head of the committee.

According to the document, grain and by-products, flax-fibre, rapeseed, rapeseed oil and beet molasses export selling will be carried out just only on the resolution of the Committee on regulation of the markets of certain types of agricultural commodities and by-products.

According to the Decree, the Ministry of Agriculture and Food, and the Belarusian State Food Concern Belgospischeprom will have to carry in the necessary materials to the Council of Ministers at least 10 days prior to the session of the committee. The Ministry of Agriculture and Food will provide the committee with the required information about grains, by products and flax-fibre, in particular the financial-economic verification of exports and verification of grain export necessity, export volumes by juridical entities and private entrepreneurs. Belgospischeprom will send the documents on rapeseed, rapeseed oil and beet molasses to the committee.

In order to provide the food safety of Belarus, to prevent grain and by products shortage on the domestic market, the Government offered to carry out grain and by-products, flax-fibre, rapeseed, rapeseed oil and beet molasses export selling only on the resolution of the committee, noted the Ministry of Agriculture and Food.

The Ministry stated that to date, capacities of the processing enterprises, which are subordinated to the Ministry of Agriculture, allow to provide the domestic market demands in full with grains and by-products. The analysis of the present market conjuncture (the droughts in the European Union countries, CIS, China and South Australia) shows the forecast of the further grains and by-products demand increase throughout the former Soviet Union countries and beyond. The demand increase will cause the products export increase, as a result it is important to prevent the products deficit on the domestic market, stated the Ministry of Agriculture and Food.

The Decree enters into force since the date of its official publishing.
