A New Direction for Belarus?

As signs point to an impending divorce between Belarus and Russia, Aleksandr Lukashenko's authoritarian regime has started to look towards the European Union for a new partnership. But the EU's outreach to Belarus masks a more strategic agenda: one of a new challenge to Russian hegemony. With a Russian foreign policy determined to maintain its sphere of interest, a Belarus still strategically and economically dependent on Russia and willing only to make minimal reforms, and splits within the EU over its new Eastern Partnership scheme, Belarus is unlikely to be able to make a decisive split with Moscow yet.
