Ministry launches 2007/08 universal services tender

Belarus' Ministry of Communications and Informatisation (MoC) has launched a tender for the provision of universal services covering the period 2007/08. The tender covers the rendering of fixed telephony services in rural areas, including public telephones, and also covers the provision of public internet access points (PIAPs). The deadline for applications is 25 June 2007. Belarus set up a State Universal Services Fund covering fixed telephony services and PIAPs through Presidential Decree N96 (February 2007). Under the terms of the Decree, all local telecoms operators are required to pay 1.5% of annual net profits into the Fund. An estimated USD13.5 million is expected to be paid into the Fund this year.
