Belarus appoints bodies to license goods which export/import in Customs Union is restricted

The Government of Belarus has appointed the national bodies authorized to issue (coordinate the issuance of) licenses for the import and (or) export of goods which export/import in the Customs Union is restricted. The relevant decision is stipulated in Resolution No. 1739 adopted by the Council of Ministers.

A reminder, on 27 November 2009 the EurAsEC Interstate Council adopted a single list of goods which export or import is banned or restricted by the Customs Union members within the framework of the EurAsEC in trade with the third countries. These goods include ozone-destroying substances, chemical plant-protecting agents, hazardous waste, narcotic and toxic agents, drugs, rare plants and animals, weapons, etc.

Resolution No. 1739 regulates the licensing of export and import of these goods. The licenses will be issued by the Ministry of Natural Resources, the Trade Ministry, the Healthcare Ministry, the Ministry of Communications, and the Interior Ministry.

The document is compliant with the agreement on the unified measures of non-tariff regulation in trade with the third countries of 25 January 2008, the agreement on the introduction and application of measures regulating the foreign commodity trade with the third countries of 9 June 2009 and the agreement on licensing in foreign commodity trade of 9 June 2009.
