Transneft continues oil supplies to Belarus - spokesman

MOSCOW, January 13 (Itar-Tass) - Transneft continues oil supplies to Belarus, but oil pumping operations to the Mozyr oil refinery plant has been suspended because oil volumes have not been confirmed, Transneft spokesman Igor Dyomin told Itar-Tass on Wednesday.

"At present, oil is pumped to two oil refinery plants in Belarus. Transit supplies also continue. We limit nobody. The situation in Novopolotsk is not critical. The situation at the Mozyr plant is more difficult because confirmed volumes for Mozyr are completing and the plant cannot confirm its application," the Transneft spokesman said.

He said, "If the situation does not change and if there is no application, no more oil remains to be pumped. We do not stop pumping and Belarus can confirm its volumes at any moment." "Applications for the Novopolotsk oil refinery plant are much more and they will be enough till next week," the spokesman said.

In his words, the timeframe for oil volumes have been specified in the earlier signed agreements.

Russian oil is being delivered to Belarus in accordance with contracts signed, in the planned amounts.

"Russian oil is being delivered to Belarus. Oil refineries are working in a normal mode. Oil transit by the Belarusian territory is also done in planned amounts. The volume of oil transit corresponds to the plans, which were coordinated with Transneft late in December "a representative of the Belneftechim concern told Itar-Tass.

He explained that, under contracts, a final price of January oil deliveries would be fixed early in February.

According to Belneftechim specialists, the agreements, which are currently in effect, provide for oil deliveries, sufficient for ensuring the stable functioning of Belarusian oil refineries during the coming several weeks. It was planned that on January 11, when the Russian oil companies resumed work after the New Year holidays, the drafting of the contracts would be continued.

Meanwhile, the terms of Russian oil deliveries to Belarus in 2010 have not been settled so far. Three rounds of talks were held by Russian and Belarusian experts - on December 30-31, 2009, on January 6-7 and on January 9, 2010, but they failed to bring closer together the stands of the negotiating parties concerning the export duties on the oil delivered to Belarus, and to sign corresponding documents.

It is not known so far when the talks on Russian oil deliveries to Belarus will be resumed. "I have no information on it," said Alexander Timoshenko, press secretary of the Belarusian prime minister.
